BTW, I deleted your other post on the same subject in the thread in the programmable logic section. Do not cross post questions. I guess google doesn't work in your country. Amba Designer is something ARM created.
I think you will have to buy it or at least you'll have to enter you information and be contacted by someone from ARM to get access to the tool. FYI this isn't for designing FPGAs it's for ASIC SoC designs.
You might be able to apply it to FPGAs with lots of hand holding from ARM_FAE/FPGA_vendor_FAE, but unless you are part of a huge company that buys 10000+ devices a year don't count on it.
